Stakeholder Mapping

Effective stakeholder engagement is essential to securing broad support for the peace plan and obtaining expert input across its various implementation areas. NGOs, universities, community groups, and women’s organizations are critical partners in this process. They play a pivotal role not only in mobilizing community support but also in informing and influencing the successful implementation of the peace plan.

Implementation areas have been identified as:

    • Independence referendum
    • Legislative and judicial reforms
    • Policing and justice system improvement
    • Reconstruction of burned villages, schools, and health facilities
    • Reintegration of refugees and internally displaced persons (IDPs)
    • Economic development
    • Citizenship and cultural preservation
    • Amnesty and DDR (Disarmament, Demobilization, and Reintegration) for ex-combatants
    • Establishment of a truth and reconciliation commission

Based on these implementation areas, the following types of organizations and individuals have been identified as key stakeholders for engagement:

  • Universities and other institutions of higher education
  • Associations of lawyers, teachers, and other professional groups
  • Cultural and development associations
  • NGOs focusing on public policy, democracy, and civic engagement
  • NGOs addressing human rights issues
  • Community leaders from burned villages
  • Heads of health centers and health-focused organizations
  • Leaders of vocational training centers and youth-focused organizations
  • Traditional leaders (fons and chiefs) across the region
  • NGOs focused on policing, prisoners’ rights, and the broader justice system
  • NGOs advocating for women’s representation in decision-making
  • NGOs addressing challenges facing women and girls
  • Leaders of refugee and IDP communities
  • National and international experts in human rights, constitutional law, policing, transitional justice, reconciliation, reconstruction, post-conflict development, education, vocational training, and health.

While this is an extensive list, collaborative stakeholder mapping can help identify and prioritize appropriate contacts and build a comprehensive database of stakeholders.
