Introducing the Alliance for Peace & Justice (APJ)
The Alliance for Peace & Justice in the Former British Southern Cameroons, briefly referred to as the Alliance for Peace & Justice, or simply APJ, represents a collective of leaders from the Former British Southern Cameroons, united by a shared vision for peace, justice, and equitable governance. We understand the depth of suffering experienced by communities in the Former British Southern Cameroons, the injustices of marginalisation, and the enduring aspirations for dignity, equality, and self-determination.
The Alliance for Peace & Justice, though initially constituted by 12 founding member organizations, is an inclusive body that invites all stakeholders (be they governments, organizations, or even individuals) to join the work of bringing about lasting peace and justice for the people of the Former British Southern Cameroons. We believe that such peace and justice, would not come from the battlefield, but from the dialogue table where the government of the Republic of Cameroon would seat with the representatives of the Former British Southern Cameroons in the presence of international mediators.
The consequences of the failure to dialogue have been dire. For more than seven years, our people have experienced gruesome warfare, which has resulted in thousands of deaths, the displacement of over a million people, and widespread suffering. Our schools, villages, and communities have been destroyed, and our children are denied access to education. Our men and women are subjected to arbitrary detention, torture, and extrajudicial killings. The violence has left deep scars, and the larger Cameroonian community has largely stood by, watching in silence.
The good news is that there are some indications, not just from the Former British Southern Cameroons, but also from the Cameroon government, that there is a willingness to dialogue. This request for dialogue is supported by the international community. The Alliance for Peace & Justice is presenting a Peace Plan as the basis for negotiation with the Cameroon government. We are also seeking support for the Peace Plan from all stakeholders within the Former British Southern Cameroons as well as the international community.
The broad outline of such a negotiated settlement of the conflict calls for the following urgent actions – cessation of hostilities by both the pro-independence forces and the Cameroon armed forces, and a referendum on the future of the Former British Southern Cameroons.
Cessation of Hostilities by both Sides
The “Anglophone” fighters are willing to temporarily ceasefire if this is reciprocated by the Cameroon armed forces simultaneously. A permanent ceasefire would only be enforceable in the event of a final peace agreement between the two sides. This should include the establishment of a UN-backed Monitoring and Peacebuilding Mission, the integration of armed combatants and demobilization, the integration of refugees and internally displaced persons (IDPs), and restorative justice.
The Future of the Former British Southern Cameroons
The parties acknowledge that a substantial section of “Anglophones” shares the legitimate wish of an independent state. The Peace Plan addresses questions of territorial integrity, self-governance, a future independence referendum, humanitarian assistance and reconstruction, and economic and cultural development of the territory.

Endorsement of the PPP
Endorsement of the PPP
While the initial Peace Plan Paper (PPP) has been established, we welcome any organization or entity that is willing to endorse it. While any organization or individual can endorse the PPP, only those from the Former British Southern Cameroons that endorse the PPP would be considered members of APJ.
